Why a surplus is normal

Holdings usually run slightly above what we owe: unswept dust in deposit addresses and gas floats live in the same wallets. Surplus is safe. A shortfall is not, and this page turns red if one ever appears.

Where the numbers come from

Liabilities are a SUM over ledger balances for user and escrow accounts. Holdings are balanceOf / getBalance / get_currency_balance calls against public nodes. Nothing is typed by hand.
